This paper examines the transformation of environmental regulatory system in Poland during the 1990s. It is a case of institutional transplantation from the past into the present: the place remained constant but the economic and political context rapidly changed over time. Drawing on five case studies of privatized firms, a mailed questionnaire, and policy and institutional analysis, it investigates how Poland developed an effective system for managing industrial pollution while also achieving considerable socioeconomic progress. One key lesson is that considerable (...) and effective evolution of policies can take place during radical shifts in the political-economic context, as long as certain conditions are fulfilled. These include a good “fit” between the approaches taken and the existing modes of conducting societal transactions; wide sharing of certain values among the key societal actors; and continuity in policies and institutions. It also appears that a broad support for the rule of law and due process are crucial. The case of Poland also suggests that, while the developing countries do not necessarily need to reenact the evolution that has taken place among the developed countries during the past three decades, neither can they expect to leapfrog from a highly polluting “dirty” economy to a sustainable economy. The study also suggests that success in the first phase of regulatory system’s transformation—centered around reducing pollution from the energy and manufacturing sectors—is not a predictor of its success in next phase, centered around sustainability issues. This editorial introduces the Journal of Consciousness Studies special issue on "Animal Consciousness". The 15 contributors and co-editors answer the question "How should we study animal consciousness scientifically?" in 500 words or fewer.

The practice of a priori conceptual analysis requires that the concept being analyzed be available in the analyst's mind. The difficulties of analysis and the existence of disagreements among analysts are explained by distinguishing the implicit knowledge we have of these concepts from the explicit knowledge we seek. This view of disagreement assumes that those who disagree are typically attempting to analyze a single shared concept. In this paper, reasons are developed for replacing this guiding assumption with the alternative assumption (...) that members of a conceptual community often have similar, but not identical, concepts. Adopting this alternative requires that we rethink the nature and aims of conceptual analysis. (shrink)

We examined two potential correlates of hypnotic suggestibility: dissociation and cognitive inhibition. Dissociation is the foundation of two of the major theories of hypnosis and other theories commonly postulate that hypnotic responding is a result of attentional abilities . Participants were administered the Waterloo-Stanford Group Scale of Hypnotic Susceptibility, Form C. Under the guise of an unrelated study, 180 of these participants also completed: a version of the Dissociative Experiences Scale that is normally distributed in non-clinical populations; a latent inhibition (...) task, a spatial negative priming task, and a memory task designed to measure negative priming. The data ruled out even moderate correlations between hypnotic suggestibility and all the measures of dissociation and cognitive inhibition overall, though they also indicated gender differences. The results are a challenge for existing theories of hypnosis. (shrink)

How do speakers design what they say in order to communicate effectively with groups of addressees who vary in their background knowledge of the topic at hand? Prior findings indicate that when a speaker addresses a pair of listeners with discrepant knowledge, that speakers Aim Low, designing their utterances for the least knowledgeable of the two addressees. Here, we test the hypothesis that speakers will depart from an Aim Low approach in order to efficiently communicate with larger groups of interacting (...) partners. Further, we ask whether the cognitive demands of tracking multiple conversational partners' perspectives places limitations on successful audience design. We find that speakers can successfully track information about what up to four of their partners do and do not know in conversation. When addressing groups of 3–4 addressees at once, speakers design language based on the combined knowledge of the group. These findings point to an audience design process that simultaneously represents the perspectives of multiple other individuals and combines these representations in order to design utterances that strike a balance between the different needs of the individuals within the group. The medial prefrontal cortex (mPFC) has been the subject of intense interest as a locus of cognitive control. Several computational models have been proposed to account for a range of effects, including error detection, conflict monitoring, error likelihood prediction, and numerous other effects observed with single-unit neurophysiology, fMRI, and lesion studies. Here, we review the state of computational models of cognitive control and offer a new theoretical synthesis of the mPFC as signaling response–outcome predictions. This new synthesis has two interacting (...) components. The first component learns to predict the various possible outcomes of a planned action, and the second component detects discrepancies between the actual and intended responses; the detected discrepancies in turn update the outcome predictions. This single construct is consistent with a wide array of performance monitoring effects in mPFC and suggests a unifying account of the cognitive role of medial PFC in performance monitoring. On the 24th June 2015, Feminist Legal Studies and the London School of Economics Law Department hosted an afternoon event with Professor Wendy Brown, Class of 1936 First Professor of Political Science, University of California. Professor Brown kindly agreed to discuss her scholarship on feminist theory, and its relationship to both the law and neoliberalism. The event included an interview by Dr Katie Cruz and a Q&A session, which are presented here in an edited version of the transcript. (...) Sumi Madhock, Professor of Gender Studies, LSE chaired the interview and discussion and introduced Professor Brown’s work. Katie Cruz asked Wendy Brown to reflect upon topics that span her scholarship and activism, including the state of critical, feminist, and Left approaches to rights, neoliberalism, despair and utopianism, and the future of feminist theory and practice in the context of neoliberalism and current debates about intersectionality. Participants in the discussion asked questions on a wide range of issues, including the limits of feminist engagement with law as a tool for social change, the dominance of neoliberalism, imperialist feminism, Islamophobia, secularism, and our attachment to the figure of homo politicus. The concept of biodiversity has played a central role within conservation biology over the last thirty years. Precisely how it should be understood, however, is a matter of ongoing debate. In this paper we defend what we call a classic multidimensional conception of biodiversity. We begin by introducing two arguments for eliminating the concept of biodiversity from conservation biology, both of which have been put forward in a recent paper by Santana. The first argument is against the concept’s scientific usefulness. (...) The other is against its value as a target of conservation. We show that neither of these objections is successful against the classic multidimensional conception of biodiversity. Biodiversity thus understood is important from a scientific perspective, because it plays important explanatory roles within contemporary ecology. Moreover, although it does not encompass all valuable features of the natural world, this does not show that we should abandon it as a target of conservation. Instead, biodiversity should be conceived as one of many grounds of value associated with ecosystems. This is consistent with concluding that a central aim of conservationists should be to protect biodiversity. (shrink)

This essay examines several recent philosophical attempts to define ‘disease’. Two prominent ones are considered in detail, an objective approach by Christopher Boorse and a normative approach by Caroline Whitbeck. Both are found to be inadequate for a variety of reasons, though Whitbeck's is superior because of her careful preliminary distinctions and because of its normative approach which is more nearly in accord with medical and lay usage. The paper concludes with a discussion of the nature of such efforts at (...) definition and suggests that their limitations are due both to the nature of our language and concepts in general, and to the nature of medicine in particular. It is the practical and changing character of medicine and its language that frustrates the efforts of philosophers to formulate such definitions. One important concern regarding implantable Brain Computer Interfaces is the fear that the intervention will negatively change a patient’s sense of identity or agency. In particular, there is concern that the user will be psychologically worse-off following treatment despite postoperative functional improvements. Clinical observations from similar implantable brain technologies, such as deep brain stimulation, show a small but significant proportion of patients report feelings of strangeness or difficulty adjusting to a new concept of themselves characterized by a maladaptive je ne (...) sais quoi despite clear motor improvement. Despite the growing number of cases in the DBS literature, there is currently no accepted or standardized tool in neuroethics specifically designed to capture the phenomenological postoperative experience of patients implanted with DBS or BCI devices. Given potential risks of postoperative maladaptation, it is important for the field of neuroethics to develop a qualitative instrument that can serve as a shared method for capturing postoperative variations in patient experience of identity and agency. The goal of this article is to introduce an instrument we have developed for this purpose and call for further neuroethical efforts to assess the phenomenology of implantable brain device use. 'Correlations without correlata' is an influential way of thinking of quantum entanglement as a form primitive correlation which nonetheless maintains locality of quantum theory. A number of arguments have sought to suggest that such a view leads either to internal inconsistency or to conflict with the empirical predictions of quantum mechanics. Here wew explicate and provide a partial defence of the notion, arguing that these objections import unwarranted conceptions of correlation properties as hidden variables. A more plausible account sees the (...) properties in terms of Everettian relative states. The ontological robustness of entanglement is also defended from recent objections. (shrink)

Over the past 50 years, postmodernism has been a progressively growing and influential intellectual movement inside and outside the academy. Postmodernism is characterised by rejection of parts or the whole of the Enlightenment project that had its roots in the birth and embrace of early modern science. While Enlightenment and ‘modernist’ ideas of universalism, of intellectual and cultural progress, of the possibility of finding truths about the natural and social world and of rejection of absolutism and authoritarianism in politics, philosophy (...) and religion were first opposed at their birth in the eighteenth century, contemporary postmodernism sometimes appeals to (and sometimes disdains) philosophy of science in support of its rejection of modernism and the enlightenment programme. Paraconsistent logic is an area of philosophical logic that has yet to find acceptance from a wider audience. The area remains, in a word, disreputable. In this essay, we try to reassure potential consumers that it is not necessary to become a radical in order to use paraconsistent logic. According to the radicals, the problem is the absurd classical account of contradiction: Classically inconsistent sets explode only because bourgeois classical semantics holds, in the face of overwhelming evidence to the contrary, (...) that both A and ∼ A cannot simultaneously be true! We suggest (more modestly) that there is, at least sometimes, something else worth preserving, even in an inconsistent, unsatisfiable premise set. In this paper we present, in a new guise, a very general version of this “preservationist” approach to paraconsistency. (shrink)

I want to make plausible the following claim:Analyzing scientific inquiry as a species of socially distributed cognition has a variety of advantages for science studies, among them the prospects of bringing together philosophy and sociology of science. This is not a particularly novel claim, but one that faces major obstacles. I will retrace some of the major steps that have been made in the pursuit of a distributed cognition approach to science studies, paying special attention to the promise that such (...) an approach holds out for bridging the rift between philosophy and the social studies of science. Opposition within the organic agriculture community to a state regulatory initiative intended to close a loophole on the prohibition of stoop labor in California agriculture illuminates critical tensions around the “labor question” underpinning California's rapidly expanding organic sector. Through an exploration of the contradictions between the political economic realities of organic agriculture, the lived realities of farm workers, and the ideological framework of “agricultural exceptionalism” espoused in the organic community, this article challenges widely held assumptions that organic agriculture embodies a (...) more socially sustainable form of production. We conclude that these tensions must be confronted if any progress is to be made toward the incorporation of social justice into definitions of agro-food system sustainability. (shrink)

Speakers tend to produce disfluencies when naming unexpected or complex items; in turn, when perceiving disfluency, listeners tend to expect upcoming reference to items that are unexpected or complex to name. In two experiments, we examined if these disfluency-based expectations are routine, or instead, if they adapt to the way the speaker uses disfluency in the current context in a talker-specific manner. Participants listened to instructions to look at objects in contexts with several images, some of which lacked conventional names. (...) We manipulated the co-occurrence of disfluency and reference to novel versus familiar objects in a single talker situation (Experiment 1) and in a multi-talker situation (Experiment 2). In the predictive condition, disfluent expressions referred to novel objects, and fluent expressions referred to familiar objects. In the nonpredictive condition, fluent and disfluent trials referred to either familiar or novel objects. Participants’ gaze revealed that listeners more readily predicted familiar images for fluent trials and novel images for disfluent trials in the predictive condition than in the nonpredictive condition. In sum, listeners adapted their expectations about upcoming words based on recent experience with disfluency. Disfluency is not invariably processed, but instead a cue that is flexibly interpreted depending on the local context even in a multi-talker setting. (shrink)

This essay discusses how ontological commitments within modern Western culture are no less problematic than those within traditional African cultures. Each posits unobservable entities to explain the experiential world, and neither has ready access to those posits held as grounding or as otherwise determining what is experienced. It looks at the conceptions of persons in Western and African traditions and suggests that each tradition can learn from the other.

This past summer, I was having lunch in Toronto with Dr. Raymond Macken, general editor of the critical edition of the Opera Omnia of Henry of Ghent, and author of the Preface to this excellent translation of several important quodlibetal questions of Henry on a topic that has long proved itself fraught with difficulties for scholars of Henry's thought. Macken held this very work in his hand and said, "English is the new Latin. We must provide more and more translations (...) of Henry's work for students of his ideas." In spite of a veritable renaissance in Latin studies, in the United States in particular, the remark seems as justified as it is melancholic. (shrink)

This paper reports the introduction of electronic handsets, like those used on the television show 'Who Wants To Be A Millionaire?' into the teaching of philosophical logic. Logic lectures can provide quite a formidable challenge for many students, occasionally to the point of making them ill. Our rationale for introducing handsets was threefold: to get the students thinking and talking about the subject in a public environment; to make them feel secure enough to answer questions in the lectures because the (...) system enabled them to do this anonymously; and to build their confidence about their learning by their being able to see how they were progressing in relation to the rest of the students in the class. We have achieved all of these and more. Our experience has revealed that the use of handsets encourages a more dynamic form of student interaction in an environment - the lecture - that can, in the wrong hands, be utterly enervating, but they also provide an opportunity for the lecturer to respond to students' difficulties at the time when they really matter. In this paper, we discuss our case of rapid adoption, our grounds for judging it a success, and what that success seems to have depended on. (shrink)
